Before you read

Think of one job you have seen in a courthouse, a library, a park, or a city office. Who hired that person? How did they get the job?

In New York City, most government jobs are civil service jobs. You do not need to know anyone. You need to follow a process — and the process has exactly three steps.

Becoming eligible for hire by the City of New York is easier than ever! Getting hired for most City jobs is a three-step process:

TAKE AN EXAM

The City posts an annual schedule of exams every July for titles for which City agencies seek to hire. Applicants can apply and pay for exams online, and can take an exam either online or at a community-based test center.

QUALIFY FOR A CIVIL SERVICE LIST

After each exam, the City establishes an eligible to hire list that consists of all applicants who passed the exam, and is available to each City agency with open positions.

GET HIRED

When a City agency has hiring needs, candidates are contacted for interviews. After the interview, a candidate may be selected for appointment to a vacant position.

The list is the fixed point

Notice the structure of the process. The exam (step 1) is open to everyone. The interview (step 3) depends on an agency's needs — you cannot control it. The stable object in the middle — the thing that persists and that every agency consults — is the eligible list. Your name on that list is the fixed point of the whole process: once you are on it, every agency with a vacancy can find you.

Therefore the strategy is simple: maximize what you control. You control step 1 — apply for every exam whose title matches your skills, especially court-system and IT titles. Steps 2 and 3 follow from step 1.

How young can you start? · Com que idade dá para começar?

There is no single minimum age — each Notice of Examination sets its own. In general, 18 is the minimum for appointment to most City jobs, but several titles let you take the exam at 17½ (Police Officer, Firefighter, Sanitation Worker) even though appointment comes later (Police Officer appointment: 20½). Since eligible lists last four years, a high-school senior can test early and already be on the list when they reach hiring age. Under 17: DCAS internships and the NYC Summer Youth Employment Program (from age 14) are the entry points.

The smart 16-year-old starts today. Free exams mean more people will take them — and agencies call candidates from the list in score order. Passing (70%) puts you on the list; your rank decides when the phone rings. The candidates you will compete against at 17½ are also 16 right now. A year of exam English — reading Notices of Examination, sequencing, test vocabulary — is the difference between the top of the list and the middle of it.

O aluno esperto de 16 anos começa hoje. Prova gratuita significa mais candidatos — e os órgãos chamam da lista por ordem de nota. Passar (70%) coloca você na lista; sua classificação decide quando o telefone toca. Seus concorrentes de daqui a um ano e meio também têm 16 anos agora. New for Fiscal Year 2027 (announced July 9, 2026): the schedule lists 149 exams — 72% open to all qualified New Yorkers, 28% promotional. Exams are now free for NYC high-school students and first-time test takers (Local Law 57 of 2025): first-time applicants are verified automatically in OASys; high-school students submit proof of current enrollment. Careers range from caseworker and forester to bridge operator and blacksmith — 80% of City jobs require passing an exam.

And the reason you are in this class: the Notices of Examination can be translated into 190+ languages, including Portuguese (nyc.gov/examsforjobs) — but the exams themselves are administered in English. The edital you can read in Portuguese; the prova, only in English. TASK 1 — FIND
Open the annual schedule (link above) and find one exam title related to courts, offices, or IT. Write down: the title, the application period, and the fee — and check whether your fee is waived.
TASK 2 — SEQUENCE (writing)
Write the three steps in your own English — one sentence each, using first / then / finally. Do not copy the text.
TASK 3 — SPEAK
Explain the process to a classmate in Portuguese, then again in English. Time yourself: the English version should take under one minute.
TEACHER NOTE · CTS-1 A2 exit criterion: student can order the three steps and use "eligible", "list", and "interview" correctly (Tasks 2–3). B1 exit criterion: student completes Task 1 with a real exam title and states the difference between passing the exam and being appointed. The §4 fixed-point framing connects this lesson to the dm³ operator chain used across the AULA curriculum (C: contact with the system; K: the exam as threshold; F: the list as fixed point; U: appointment — integration into the workforce).
