On 8 July 2025 the Lhende stream flooded in Rasuwa district, Nepal. The cause was heavy rainfall on the Chinese side of the border. The flood swept away the Miteripul bridge connecting Nepal and China, damaged the Rasuwagadhi hydropower dam, and left fifteen people missing.
On 26–27 August 2026 the Lhende flooded again. A glacier collapsed at roughly 5,200 m on the Nepal–Tibet border; the rock-ice avalanche entered the river about 20 km northeast of the crossing, dammed it, and the dam failed. The Trishuli rose about nine metres in thirty minutes. Rasuwa was worst hit, then Nuwakot and Dhading; on the Tibetan side, Gyirong Port. At least nineteen bridges, some forty kilometres of road and two hydroelectric schemes were destroyed.
Same stream. Same district. Same border. Thirteen months apart. The trigger differed — rainfall in 2025, a glacier in 2026 — but the failure mode did not: something originates on the Chinese side, the Lhende carries it, and the crossing and the hydropower go.
Casualty figures are moving and the sources disagree. Nepal News reported at least 95 dead and 63 injured on 26 August; Al Jazeera reported 165 the same day, and 389 in Nepal with three in Tibet on the 27th; Newsweek put the missing above one thousand. This paper prints the range with its dates rather than a single number, because a single number would be the most confident thing on the page and the least supported.
This desk has argued that a fold leaves no room to respond — that nine metres in thirty minutes admits no evacuation order, no engineering and no decision, and that everything which could matter had to exist beforehand. That is easy to state after the fact and hard to make useful.
Rasuwa makes it useful, because the interval is measurable. Between the two floods there were thirteen months in which a standing Nepal–China mountain-hazard mechanism could have been built: contact points staffed around the clock, agreed alert thresholds, and rapid satellite sharing covering river blockage, abnormal flow, glacial-lake instability and ice-rock avalanche rather than weather alone. In August 2026 no such mechanism existed. Information about impounded water upstream reached Nepal’s disaster authority after the flood was already downstream.
The fold is not the failure. The fold is a fact about the world and it will happen again on that river. The failure is the unused interval before it — and the interval is the only part anyone controls.
The obvious objection to any of this is that nothing can be done about a glacier. It is worth recording that Nepal has already done something about one. In the summer of 2016 the Nepal Army lowered Imja Tsho by 3.4 m, draining almost four million cubic metres, in an operation led by Lieutenant Colonel Bharat Lal Shrestha with forty soldiers and a hundred high-altitude workers. A controlled release, carried out to forestall an uncontrolled one — the same reasoning as a controlled burn set to starve a wildfire, or a cornice blasted to bring an avalanche down at a chosen hour.
The technique does not transfer, and this paper will not pretend otherwise. Imja is a moraine-dammed lake with an outlet that can be cut. The 2026 hazard was hanging ice and rock at 5,200 m, on the far side of an international border, and no part of the Imja operation applies to it. What transfers is the posture — that an identified mass upstream is a thing to be acted on rather than watched. What the Lhende lacked was not the capability. It was the mechanism that would have made that ice a target at all.
The other question a valley asks after the second flood is whether anyone will take its people. The instruments exist, and none of them is general. The United States covers environmental disaster explicitly, under INA §244; it designated Nepal on 24 June 2015 after the earthquake, roughly 12,700 Nepali nationals held that status, about 5,500 had already become permanent residents — and the designation was later terminated. Brazil names “environmental disaster” in the statute itself (Lei 13.445/2017, art. 14 §3º) but designates nationality by ministerial act, and Nepal is not designated. Argentina runs the only standing, anticipatory programme of the kind — and limits it to twenty-three countries in Mexico, Central America and the Caribbean.
So the honest finding is not that the world has no machinery. It is that the one instrument ever pointed at Nepal was withdrawn, and that a Nepali displaced on 26 August had nothing anywhere to invoke as of right. That is a fact about willingness, not about capability, and it is a sharper thing to report than an absence would have been.
These events are becoming more frequent, and that is the whole argument for preparing rather than responding. A fold spends what was built beforehand and nothing else. Every part of this — the contact point, the threshold, the lowered lake, the ministerial act — has to exist in the interval, because there is no interval left once the river moves. Thirteen months is not a short time. It is simply the last one anybody had.

Four of these were produced by a search that failed and was reported as an absence. A case-sensitive file search missed a file whose name differed by one capital letter. A path-trimming routine that removes characters rather than a prefix turned sixty-nine working links into phantom broken ones. A site-absolute path was read as a relative one, and a front page in perfect health was reported as thirty-four links dead of thirty-five.
None of those was a wrong answer about the corpus. Each was a correct answer about a search, presented as a fact about the world. The rule now standing in this desk’s working file reads: a failed search is evidence about the search. Write what is known — I did not find X by this method — and look again by a method of a different shape before it reaches a page.
That last clause is not hypothetical. One page of Volume I currently informs its readers that two results are unverified sketches. The repository holding them contains three hundred and thirteen declarations, and the file in question opens by describing its own principal result as complete and free of sorry. The correction is the author’s to make and is listed here as open.
The test was stated plainly: a quantity is exposed to a spectrum measurement if and only if it survives multiplying every energy in the problem by an arbitrary positive constant. Applied to eight quantities, it left two.
Applied one quantity at a time, which is how it was applied, it cannot see a combination. The limit-cycle period $T^*=2\pi$ is a scale. The transverse Lyapunov exponent $\mu_{\max}=-2$ is a scale. Their product is not: rescale time by $a$ and one is divided by $a$ while the other is multiplied by it, leaving
fixed — the Floquet exponent over one period, dimensionless, and precisely the sort of thing a spectrum resolves. Two of eight becomes three of nine, and the missing one is the standard observable of any limit cycle.
The correction also separated two objects the paper had been calling by one name. The n-bonacci roots — $\varphi, \eta, \Delta \to \tau = 2$ — are dominant roots of a characteristic polynomial: algebraic constants, exposed to no measurement. The gap spectrum — separations between eigenvalues, Floquet multipliers, ratios of rates — is dimensionless by construction. The word “spectral” had been carrying both, and the second inherited the first’s verdict.
Which relocates the open work. Circadian rhythm, cardiac dynamics, autophagy, neural oscillation: limit-cycle systems whose measurable invariant is the multiplier, and where rising complexity registers as the gap changing. Those chapters were written before the filter existed and have not been read against it. The register should be expected to grow.
A second paper this week asks what happens on twelve sites under six-fold symmetry, and finds that the only non-constant surviving harmonic is the folding frequency itself — the frequency at which a sampled spectrum reflects. The hexagon, on that reading, does not appear near the fold; in the sample domain it is the fold.
The first draft called that structural. It is not. For six-fold symmetry on $N$ sites the surviving modes are the multiples of six below $N/2$, and that set reduces to the folding frequency alone exactly when $N/2 = 6$:

So it is a characterisation of twelve. The framework’s twelve-slot phase vector has looked like an arbitrary resolution; on this reading it is the unique site count at which six-fold symmetry carries no harmonic content except the fold. A stronger claim than the one originally made, and a narrower one.
The same paper had answered its own strongest objection too confidently. The fold of catastrophe theory is a smooth map with a vanishing derivative; the fold of sampling theory is a reflection on a finite set, where there is no derivative to vanish. They share a quotient — a space divided by an involution with isolated fixed points — and not a normal form. The paper now claims the quotient.

G6 LLC is a small research entity. This paper is unpaid and so is everything it reports on.
A weekly that states its results in a form that could have come out otherwise, and checks them before printing. That twelve is the unique sampling rate at which the hexagonal mode coincides with the folding frequency — tested against nine candidate rates, and true of none of the others. That a growth constant used throughout this corpus is the Tribonacci root to sixteen decimal digits, and is not the LAW3M ratio it was nearly merged with; the two stand 5.23 per cent apart. That an operator chain written unbracketed for three years associates strictly at two levels of abstraction and only up to isomorphism at the third — kernel-checked, and invisible in prose.
Errors go dated into the corrections column, which is where they belong and where they stay. What is offered here is the other column: results, stated so that someone else can knock them down, by someone who tried first.
XIII LAW3M — Natal, Brazil, 19–23 October 2026. Submission package lodged: abstract, technical brief, the certification script for the inner basin boundary, two posters and prototype schematics. Seven weeks out at the time of writing.
Volume XIII, Coherence, opened this week: eight chapters, one closed, one partial, six stubs that each state what would close them. Chapter 3 established that the operator chain associates definitionally at the first two levels, which makes Chapter 2 — what category the operators act on — load-bearing for the whole volume. A fourth answer to that question was added on 28 August: that they may not be functors at all, but phases of a flow.
Corrections. A regulatory line concerning a Brazilian spinal-cord therapy was corrected across three pages: the authorisation is dated 5 January 2026, covers the start of a five-patient Phase 1 safety study, and carries an independent data monitoring committee. The product is not registered for sale. This paper had the year, the verb and the patient count wrong, and the corrected version says more than the incorrect one did.
Erratum — 13 September 2026. Page 3 of this issue concludes “So it is a characterisation of twelve.” The arithmetic is right and the sentence after it is true — at six-fold symmetry, twelve is the one site count carrying no harmonic content except the fold. The word characterisation is not. The same argument at any k gives N = 2k: twelve is the k = 6 instance, twenty the k = 10 one. That general statement is now a theorem — visibleModes N k = {N/2} iff N = 2k, for 0 < k and even N — kernel-checked in GTCT/book4/FoldingFrequency.lean, six declarations resting on [propext, Classical.choice, Quot.sound] and nothing else. The body of this issue stands as published; the corrected reading is Vol. VI, WP-84.
Also. The Volume I vacuity scan was repaired on 29 August: its fixture control had not been importing the library the scan itself imports, so the control and the instrument were elaborating in different environments. After the repair the fixtures flagged five of six — the honest statement among them left clean — and the scan examined 164 declarations across the two Volume I source files, finding none vacuous and none ignoring an argument. The three empty statements this paper reported earlier were removed by hand on 25 August, so the zero is a confirmation rather than a blind spot. Recorded here because this is where repairs belong.
He was sixty-four, and he had begun, privately, to keep two sets of books.
The first was the one everyone could see: a man nearing retirement, tidying his affairs the way careful old men do, quietly transferring a parcel of land here, liquidating a modest holding there, each transaction defensible on its own, none of them alarming enough to draw a second look. A magistrate of thirty years' standing was entitled to put his house in order. No one at court thought to add the transactions together.
The second set of books existed nowhere but in his head, and it was the only proof, he sometimes thought with a private and entirely inappropriate amusement, that a man could commit an elaborate crime using nothing but arithmetic and patience.
The commission itself had been almost embarrassingly easy to obtain. Grão-Pará and Maranhão were, on paper, a minor colonial concern — a distant, mosquito-ridden administrative headache that no ambitious man at Versailles wanted attached to his name. Fermat had simply needed to appear willing.
“You wish to go there," the minister had said, not quite believing it. "At your age."
“At my age, Minister, a man wants quiet, and a warm climate for his joints. I am told the fevers there are survivable if one is careful, and I have spent my whole career being careful."
“It's hardly a post of honor."
“I have had honor," Fermat said. "I find I have grown tired of it."
This, unlike almost everything else he told the court that year, was the truth, and perhaps that was why it was believed so easily. He watched the minister write out the commission — an inspection of French trading interests and remaining colonial claims in the Grão-Pará region, a modest retinue, a modest budget, a departure to be arranged with no particular urgency — and felt something he recognized, from long acquaintance with his own mind, as the specific pleasure of a proof coming together.
He had built himself a door. Now he only had to walk through it before anyone thought to ask why.
He saw her the night before he was meant to leave for the coast — the real leaving, not the death, which would come later, arranged with a physician he trusted and a fever that was real enough, just not fatal, timed to a season when plague was already rumored in three parishes and no one would think to look closely at one more quiet death among many.
She came to him in a borrowed cloak, the way she always did when the risk of being seen mattered more than the cold.
“You're really going," she said. Not a question. She had known for weeks; she had helped him choose which papers to burn.
“I am really going. In three days, quite officially, on the king's business. In four months, rather less officially, I intend to be dead."
“That's not funny."
“It isn't meant to be funny. It's meant to be precise. There's a difference, though I concede it's often lost on people who aren't magistrates."
She almost smiled at that — he watched her fight it, the way she always fought any softness that might be seen as weakness at court, and won, mostly, except at the corner of her mouth.
“He'll ask where I've gone," she said. "Eventually. He asks about everyone."
“He'll be told you took a fever and were sent to your family's country house to recover, and that the recovery, sadly, did not take. There will be a small, tasteful funeral. I've already spoken to the priest." He paused. "I am becoming, I notice, extremely accomplished at arranging deaths that do not occur."
“And if he doesn't believe it?"
“Then he doesn't believe it, and there is nothing left of you at court to find, and nothing left of me but a grave in Castres with my name already carved on it. A king does not dig up graves, Marie. It isn't dignified. He will grieve you, briefly, the way he grieves anything that was his and is now simply gone, and then he will find something else to want."
She was quiet for a moment. “You've thought about this longer than you've let me see."
“I think about everything longer than I let anyone see. It is the only vice I never gave up."
They did not speak, after that, of what would happen if it failed — if a bribed official grew greedy, if a ship's manifest was checked too closely, if some clerk in Lisbon noticed that a French magistrate reported dead at Castres was, at the very same month, disembarking eight thousand miles away under a name that was almost, but not quite, his own.
Fermat had calculated the odds of every failure he could imagine, the way he calculated everything, and had arrived, in the end, at the only conclusion his life's work had ever really produced:
Some things could not be proven in advance. They could only be attempted, and then lived, and the proof — if there was to be one at all — would have to be written afterward, by someone else, in ink he would never see dry.
He found, to his own surprise, that he was at peace with that. It was, perhaps, the first ungraded work he had ever agreed to hand in.

The invented commission turns out to sit inside a real bureaucratic moment, and this is what makes it plausible rather than convenient.
- 1663 — the Compagnie de la France équinoxiale is *relaunched*. ⚠️ Note the name. It is the same name as the colony that founded São Luís in 1612 and lost it in 1615. France revives the enterprise, and the word, half a century later. - 1664 — Colbert creates the Compagnie française des Indes occidentales, and the relaunched *France équinoxiale* company is merged into it. Monopoly over the sugar islands — Saint-Christophe, Guadeloupe, Martinique, and the eastern part of Saint-Domingue. Dissolved 1674. - June 1665 — Bertrand d'Ogeron is appointed by Louis XIV to govern Tortuga and the French coast of Hispaniola, serving 1665–68 and again 1669–75. His tenure tracks the life of the West India Company almost exactly. - Cayenne, the nucleus of French Guiana, is not firmly secured until 1674.
Invented. The minister’s scepticism and the exchange about honour and warm climates. The two sets of books are the story’s device; the transactions they describe are not attested. What is documented is that Fermat died at Castres on 12 January 1665, two days after signing his last judgment.
